Little mention of SPP these days, however in the background many changes within Government appear to be that of the SPP directives of prior years.

Thank you for your past email outlining your concern over the Security and Prosperity Partnership (SPP) initiative. I offer this email as an update on our efforts.

The good news is that negotiations surrounding the SPP initiative have been scrapped! The SPP was not part of the discussion at the most recent North American Leaders’ Summit. And, the official US SPP website is no longer active and will remain as an archive of SPP documents.

New Democrats recognize that this result is due to the hard work of the many individuals and organizations who opposed this behind-closed-doors agreement. Our International Trade Critic Peter Julian said, “This victory is the result of the active and sustained efforts across the country, and across North America, of Canadian, Mexican and American activists from the labour movement, civil society, progressive legislators and all those concerned and committed to build a better quality of life in our Canada and throughout North America.”

disappointment in the Federal Budget delivered by Finance Minister Jim
Flaherty. She noted that the two old line parties had cozied up
to maintain the status quo of recent years with minimal recognition of
the problems facing  Canadians.



The Canadian Action Party has long called on Governments to recognize
the role of the Bank of Canada in financing the infrastructure of the
nation. At a time when our cities are pleading for support of  green
transportation systems and the renewal of crumbling roads and bridges
the federal response has been unimaginative and minimalist in its
actions.



The ongoing fascination of the government with so-called security
measures involving biometric data, high tech driver licenses and
passports  in support of the SPP program is truly a continuing attack
on our privacy and civil liberties. " The government is clearly
committed to monitoring its citizens and collecting the most private of
data to store in databanks", observed Ms. Fogal.

Nationwide "Jelly Bean" Protest for a Referendum on the SPP" February 16th

Here is a list of planned protests so far together with e-mail contacts. If you are interested in attending please contact the organizers below.

The reason for using the theme Jelly Beans is two-fold. Firstly Stephen Harper used the production and sale of jelly beans in the US and Canada in order to minimize and ridicule the legitimate concerns of Canadians about the SPP. So this is just throwing his lying words back at him. Further, because it will be cold in many of the places where the protest is being held and people will be wearing gloves which makes clapping kind of ineffective - all are being encouraged to bring a clear plastic water bottle maybe half-way filled with jelly beans to be used as noisemakers (like maracas).

Connie Fogal, Leader of the Canadian Action Party warned Canadians of the dangers of the SPP/NAU on May 7, 2007.

"The North American continent is being transformed from three sovereign nations Canada, USA, Mexico) into one regional corporate power base, the North American Union. Unlike the creation of the European Union, there is no public political/ academic discourse on the merits, or pros and cons of a North American Union building up to a vote within each nation as to the wish of the people to join such a union. Instead the union is being created by stealth, is already well on its way to fruition, and is being imposed on us by our own elected representatives and government with no opposition.

The driving force is corporate. The Chief Executive Officers of the most powerful corporations operating in the three countries want this union and have been working for some time devising their strategies and goals. Their facilitators are first, unelected officials and bureaucrats who move easily between corporations and government; second, former elected officials like John Manley , former Deputy Prime Minister of Canada; third, the heads of the three nations, Martin, Bush, and Fox; and finally, the governments and the rest of the elected members who apparently just rubber stamp what is put in front of them by the unelected officials- few questions, if any asked.

The ultimate enforcement mechanism for the North American Union is a police state."

CALL TO ACTION

On Feb 16th 2008, in cities and towns across Canada, citizens will come together to tell OUR elected representatives that we do not want the integration of Canada with the United States and Mexico. Gather in the streets, in churches, in buildings, and let your voice be heard!

The latest attack on Canadian sovereignty is the Security and Prosperity Partnership with the U.S. and Mexico. This partnership is harmonizing all regulations, applying the lowest standards, and placing corporate profit before public safety. It calls for privatization of our national resources such as water, oil, food, trees, and people. It is bringing in low-paid migrant workers into our country, creating more unemployment and driving our standard of living down. The 2002 bi-national planning agreement between Canada and the USA, created a joint North American defense system which is accelerated by the SPP.

THIS IS UNACCEPTABLE! We demand that the government of Canada reverse this integration. We demand a referendum by Canadian citizens with a clear question: I do/do not want Canada to integrate with the United States and Mexico, thereby abandoning our nationhood and our sovereignty and submitting Canadians to undemocratic, unelected, bureaucratic corporate rule, which is neither accountable to nor controlled by the people.

Tell family, friends, coworkers, and strangers about the SPP. Get involved in saving our great country! Contact your local protest organizer, if there isn't someone... start organizing!

NO GLOBALIZATION FROM "ABOVE" OR "BELOW." STOP THE NAU INTEGRATION NOW. DISSOLVE THE WORKING GROUPS AND THE COMPETITIVENESS COUNCIL IMMEDIATELY. DON'T TALK ABOUT IT, DO IT!

Respecting the corporate world attack on Canadian nationhood and sovereignty, and the even worse insidious attack on the value of the person, deeply concerned Canadians have been exercising various significant initiatives to inform themselves and others. They call for de-integration of North America. They demand restoration and protection of sovereign, free nations. They want to save their country, to have a country, to be a country. They recognize their own power and worth as a human being.

What has been missing in our line of defence is a recognition that globalization is being promoted from "below" as well as "above". We all know who forms the "above" group. They are the corporate financial elite who believe the world is their oyster with a pearl obstructed or blocked by nationhood and sovereignty. What we have failed to identify and discuss is who or what constitutes the "below" group. It is those who believe globalization or the unification of North America is inevitable, but seek to humanize it. They are the unwitting dupes of the globalists, or the complicit cooperators.

These "below" players come from the realm of "civil society", or non governmental organizations (NGOs), and some political parties. They participated with the "above" group in Canada for the FTA and NAFTA developments. They were "at the table" and succeeded in carving out side agreements on labour and environmental standards to make NAFTA "socially sustainable". It is my understanding that both Maude Barlow for the Council of Canadians (COC) and Elizabeth May for an environmental group were active participants at the NAFTA and/or other globalization agreements like the FTAA and the WTO representing "civil society."

Laura MacDonald is a Canadian academic from Carleton University who in an article called "Civil Society and North American Integration," identified Canadian civil society "below" group players to include the Council of Canadians, environmentalists, and labour unions. MacDonald delivered her paper on "Civil Society and North American Integration" to a 2002 conference called "Toward A North American Community" (not Robert Pastor's book of the same title which came out in 2001). This conference focused on social and ideological aspects in creating a North American Union describing ways to counter the obstacles of nationalism and sovereignty.

MacDonald wrote, " ...civil society has become a driver of a different form of integration based on 'globalization from below'." She explains that civil society played an important part under NAFTA as a "social shock absorber" functioning to help people adapt to the new economic environment. She identifies an important role for civil society in establishing a North American Union. She wrote, "...civil society actors do play an important role in making integration socially sustainable ....allowing individuals and groups left out of the benefits of integration to survive and adapt...."

NAFTA was the beginning of the institutional, administrative restructuring of three nations into a North American Union. MacDonald explains that NAFTA constitutes "a new form of 'supranational constitutionalism' since it establishes norms which 'control government behaviour even though they are not part of the domestic constitution'."  She writes that the labour and environmental side agreements within NAFTA created some "new supranational architecture"; that the labour side agreement, called The North American Agreement on Labour Cooperation, institutionalized monitoring of labour legislation within each country, but failed  to improve labour standards of North America due to ineffective government enforcement of domestic labour laws; and that  the environmental side agreement enjoys considerable support from environmental NGOs.

The leadership of the COC and some other NGO's, though not registered political parties, see NGO's as a form of representation of the people, despite the fact that they are unelected by, unaccountable to, and unrepresentative of all Canadians, just as are the members of the corporate Competitiveness Council. The value of the COC and, for example, the Canadian Centre for Policy Alternatives, lies in their excellent research and public information dissemination on national issues, and, for the COC, their capacity to muster numerous citizens in meaningful education exercise and advocacy, and for labour, in their capacity to mobilize the public to powerful dissent when the leadership has the will. Contrary to their assertions, the COC leadership does exercise political partisan practice, including efforts to control and manage public dissent.

The COC calls for discussion and debate on the SPP, and, by its influence on the opposition parties, the COC defines and limits their strategy and action to a demand for "transparency" in the SPP process. Barlow is more honest and open than the opposition parties about her support for an integrated North America driven by civil society. Listen carefully to her words.  She calls for a  "different model" of a North American entity than is presented in the SPP. She does not call for an outright immediate end to integration, or a resumption of an independent, sovereign, democratic, free nation. She wants an integration model that is sustainable and just. Barlow defines three prongs of power in the world: corporations (who have all the power), governments, (who no longer have any power), and civil society who are now the representatives of the people exercising the real power for the people.

She is wrong. "Civil society" or "NGO's" have an important role to play in a democracy-lobbying, researching, disseminating information. But they cannot perform a democratic form of rule over the people, by the people, of the people, for the people. They must not permit themselves to be exploited by the globalists. More importantly, citizens must not allow NGO's to usurp the role of democratic government.

Each of us must decide what kind of a social order we want for ourselves, our children, and our community. Do we want to be "masters of our own ship", "captains of our own soul", or are we willing to settle for band-aids and crumbs?

The Canadian Action Party says globalization and integration of North America are not inevitable. Nations and sovereignty matter. They are the only way to ensure all people are valued. All we need is a mass of socially-conscious citizens marching together asserting  our right to be in control via our accountable representatives chosen from amongst ourselves preserving nationhood and sovereignty. With that in mind, I raise the following points for your consideration.

Many of our tawdry political leaders are now being thrust kicking and screaming by their supporters to the front line. The best of them continue to wriggle, weak and uncertain, as they face the deliberate destruction of Canada by the continentalist agenda of the North American elite. Others deceive. Those who have good intentions, who wish to be on the right path, require the vigilant, disciplined clarity of their informed supporters.

In the weeks leading  up to the "three amigos" meeting in Montebello Que., Canada, in August of 2007,  all mainstream opposition parties stopped denying that the Security and Prosperity Partnership agreement exists, and acknowledged that a North American implementation process of some kind was ongoing.

As elected and unelected leaders of political parties and civil society move up to the bat, watch and listen for key words both written and spoken that reveal an unclear, or weak, or deceitful, or harmful, still hidden agenda. Look for key words like an "unless" or "until" (jusqu'à ce que) or "a different model" or "North America" or "just and sustainable North America" which reveal a probable deception, or a direction not in sync with yours. Do not acquiesce to it if it is not what you want.  Keep the pressure on your favourite leaders and politicians to perform and deliver honestly on your behalf, to fight for your right to be Canadian, and your right to be a sovereign, valuable individual citizen with guaranteed liberties. If that is what you want! Think for yourself. Analyze. Question.

All of the NDP, the Liberals, the Bloc Québécois and the Council of Canadians fail to call for an absolute cessation of the administrative integrating process of the unification of North America. They demand only  a suspension of the process UNTIL there is debate and discussion on the SPP, or on a different model of integration, and a vote in Parliament . The "until" means that the NDP, and Liberals, and BQ,and the COC will facilitate the integration of Canada into a North American entity as long as they have opportunity to talk about it and have input into its shape. Their complaint is they have not been included in the process to make it "sustainable " and "just".

CAP is diametrically opposed to that direction. This period of our history slaps us with an either/or situation - sovereign nations or an administered North American feudalism.   The Green Party says the SPP must be stopped. Unfortunately, what the Greens give with one hand, they take back with the other. They muddy their position (or maybe reveal it) by calling for re-negotiation of NAFTA after it is abrogated - an absurdity. Why would you resurrect a monster? NAFTA broke the ground for the supranational architecture leading to a fully integrated SPP of North America. What the Green Party position suggests is that the environmental movement backing the Greens (and Elizabeth May, based on her track record at the table in NAFTA side agreements) believe that being at a negotiating table is the best way to help Canadians to "survive and adapt" to the North American unification.  Is their line "renegotiation of NAFTA" a signal for cooperation on the SPP so long as they can participate in the restructuring design or be part of the working groups to humanize them?

The Green Party differs in approach from the Canadian Action Party in their failure to see the NAFTA and side agreement model for the harm it is.  NAFTA is not about Trade. It is about Continentalism. The Green Party of Canada owes it to their supporters and to all Canadians to be open and clear on this issue. We cannot stop the SPP's unification of North America without eradicating NAFTA.  If the Green Party refuses to stay away from NAFTA, then they are playing mind games. Their re-negotiation talk is double speak or their design to institutionalize a North American administrative "sustainable" structure. That is not a foundation for a sovereign nation.

Dr. Jerome Corsi, in The Late Great USA, The Coming Merger with Mexico and  Canada, 2007 notes that the March 2005 CFR task force report titled "Creating a North American Community," for the first time gave the year 2010 as a specific date for full integration for North America.  CAP reported on this information in 2005. If we could get that information, so could each of the NDP, the Liberals, the BlocQuébécois. The COC had it. The NDP for months in 2007 have been referring to the working groups of the SPP. Their complaint about secrecy and lack of transparency as excuse for their failure to muster a non-confidence motion is not justifiable.

Working from material he obtained under Freedom of Information applications, Dr Jerome Corsi sets out at page 81 in his book The Late Great USA, The Coming Merger with Mexico and Canada, the Organizational Chart for the operation in the USA of the Security and Prosperity Partnership Agreement. This shows the institutionalized restructured apparatus within the executive branch of the U.S. government. He has provided to me the organizational chart for the Canadian apparatus which is attached to this e-mail. I expect both the COC and the NDP have had this chart for some time as both have been referring to the numerous working groups functioning in Canada. Each of these sections functions with officials from government and industry paid by our tax dollar working together with their U.S. and Mexican counterparts integrating and harmonizing and uniting the operations of the administration of Canada, the USA, and Mexico, i.e., uniting the executive arm of the three governments.

Our Parliamentarians must do more than "ooh" and "ahh" about this. What is mandatory is to sweep out this apparatus and restore an independent Canadian civil service with sworn allegiance to all Canadian citizens and Canada as a nation.

The unanimous trumpeting by the opposition parties and the COC for debate and transparency is an unleashing of the spin doctors to get the public on side, fool them into thinking their nationhood is intact so long as someone is "talking" Canadian - never mind that it is "double speak". Any opposition party that supports the existence of Canada as a sovereign nation, "a true North strong and free", must join in a motion this fall on the resumption of Parliament to end the implementation of the SPP/NAU process immediately.

In early 2007, Harper published the names of the 10 Canadian corporations advising him. Not one Member of Parliament publicly acknowledged the harm of this entity or its open installation of corporate rule in Canada violating the rights of Canadians to a democratic government. No one can accuse Harper of "secrecy" nor "lack of transparency" on his institutionalization of corporate rulers as his right hand men and women, violating citizen right to democratic accountable government. Yet, in all these months, not one party in opposition has called for a non-confidence motion on this issue, or even tried to clip the wings of the working groups operating under the Competitiveness Council by cutting off their funding from our tax dollars.

If Canada is to be restored to an independent, sovereign and democratic nation, if that is what you want, then your political leaders must take back control of our rules and procedures immediately into the hands of a democratic Parliament. They must act immediately to move the control of our government out of the hands of a cabinet apparatus and a bureaucracy that have abandoned their duty to the citizens and to the public good, and they must disembowel the corporate rule.

It is in your control and power to demand that your M.P. act in your interest to protect your sovereignty as a Canadian; to demand he/she bring this government down on a motion of non-confidence; to demand that he/she clearly define the road back to independent, free nationhood. It is in your control and power to act and to vote in your own interest.

CAP's position is that there should be no debate or discussion on whether or not any flavour of treason or sedition is to be considered in our Parliament. We are not interested in discussing or measuring the details or the how's and why's of our death as an independent, sovereign nation. What part of NO do they not understand??

We want a distinct, autonomous, sovereign nation. WE ARE CANADIANS!

...the Liberal Party is willing to use all the Parliamentary tools at its disposal to hold Mr. Harper to account, and to ensure that he explain the work of the SPP to Canadians through their representatives. "Janet Eaton: Stopping the SPP is an imperative and overarching issue for The Green Party of Canada. We are at the eleventh hour in terms of the SPP which is moving rapidly towards a deeper form of continental integration by 2010... The SPP is not a treaty or an agreement like NAFTA but rather a framework for a partnership which builds on NAFTA within a broader security policy framework agreed upon by the leaders of Canada, US and Mexico in Waco, Texas in March of 2005. Within this kind of North American Community we would find ourselves harnessed to a nation which has clawed back essential laws which defy the first amendment of their Constitution and imposed police state like tactics and policies by Executive orders, and which is waging an unending war on terror begun on the basis of widely recognized false accusations. We would no longer have a voice in international trade arena, our foreign policy and military would be managed even more explicitly from Washington and any semblance of sovereignty and adherence to former so-called Canadians public policy values would be lost.

Canada will be subservient to a dominant world power which, under its present administration, has clawed back and destroyed years of progressive environmental legislation what Robert F. Kennedy Junior has called 'Crimes Against Nature.' "

The Green Party considers it urgent to increase public awareness of the SPP... The Green Party would scrap the SPP and force the re-negotiation of NAFTA, which the Canadian government can do by invoking the six month clause to rescind NAFTA. Recent reports are showing that NAFTA did not live up to its promises and even The Economist magazine recently wrote that NAFTA was oversold. Yet, the SPP builds on NAFTA as if it were an unmitigated success. The Green Party believes that trade deals must be open and democratic, reflecting a commitment to "fair trade" above "free trade."

Fair trade means that economic, social and ecological justice must not succumb to investor rights, embodied in one of the most problematic Chapters of NAFTA. The government's responsibility to protect its citizens and the environment must trump short-term economic interests.

CAP SUPPORTS NATIONWIDE CALL TO ACTION ON THE SPP FEBRUARY 16, 2008

The Canadian Action Party (CAP) wholeheartedly supports a grassroots Nationwide Call to Action on February 16, 2008. In towns and cities all over this great nation, concerned citizens will be coming together to send a clear message to our elected representatives in Ottawa - we the people demand open disclosure and a Referendum on the Security and Prosperity Partnership (SPP).

As of February 10, protests are being organized in Toronto, Windsor, Cornwall, Ottawa, Fredericton, Moncton, Winnipeg, Calgary, Edmonton, Vernon, Victoria, Chilliwack, Kelowna and Vancouver. CAP candidates and some sitting MPs will be speaking in a number of these locations.

The SPP is an agreement between Paul Martin, George Bush and Vincente Fox in March 2005, later endorsed by Stephen Harper upon his election in 2006. CAP has been the only party speaking out loudly and clearly against it since it was announced.

CAP called for a non-confidence vote on the issue in Parliament upon its return but this was ignored. CAP now has an online Petition for a Referendum of the People circulating as well as posted on its website. To date there are approximately 8,500 signatures of Canadians who agree that this is far too important for the future of Canada to be left to an unrepresentative Parliament and must be put to a referendum.

CAP candidates, members and leader Connie Fogal were present in Ottawa and Montebello this past summer and witnessed police state tactics and police posing as agents provocateurs used against peaceful protesters at the 3rd leaders' summit. Truly it was a forceful suppression of legitimate dissent and a shameful display in a country that is supposed to be a democracy.

The fourth SPP leader summit has just been announced and will take place in New Orleans, Louisiana in April.

Connie Fogal says "That the North American continent is being transformed from three sovereign nations - Canada, USA, Mexico into one regional corporate power base and a North American Union police state through agreements like FTA, NAFTA, TILMA, and SPP. The Smart Border Action Plan, the Smart Regulation Action Plan and the Bi-National Planning Agreement. However, unlike the creation of the European Union, there is no public, political or academic discourse on the merits, or pros and cons of a North American Union or a vote within each nation as to the wish of the people to join such a union. It is being imposed on us by stealth by our own elected representatives and governments, and is already well on its way to fruition. The NDP is calling for a debate and vote in Parliament which will result in approval.

The Manitoba NDP Provincial Government openly supports the NASCO or NAFTA Super Highway as was announced in the Throne Speech on November 20, 2007.

By its silence the mainstream media is complicit in this agenda for integration and the resulting loss of sovereignty. Therefore Canadians must seek information through the alternative media in order to be informed about this dangerous time in Canada's history.

NDP challenges Harper on SPP Negotiations

The NDP has spoken out against the Security and Prosperity Partnership of North America (SPP) from the beginning, and when these talks picked up pace in Montebello last summer, we launched a national campaign to expose the SPP. The upcoming leaders' summit this April in New Orleans provides our government yet another opportunity to come clean on this matter. It's important not to lose sight that the meetings in New Orleans have nothing to do with security and prosperity, but instead will lead to the steady erosion of Canada's sovereignty and the quality of life for Canadians.

We feel that the people whose families are dealing with the consequences of these misguided policies are the same people who are being shut out of the decision-making process. It is disappointing that Prime Minister Harper is telling people that there's no room for them at the table – and that's not right. In Parliament I have demanded that Harper take this opportunity to discuss issues that will actually strengthen the security, prosperity and quality of life for all North Americans. Tackling climate change, closing the growing prosperity gap, respecting the rights of indigenous peoples and re-evaluating recent security initiatives are 4 key areas that should be discussed.

The intention of this blog is to provide a facility where Canadians can voice their concerns and organize by consitituency to address the current Members of Parliament.

For those that believe Canada is being compromised by our Federal Members of Parliament and that the SPP is being advanced without Public scrutiny, this is a way to organize to address your elected representatives.

Click on your Province and select the MPP (alphabetically) in your riding. In the comment area add your contact information and find others who are willing to confront our elected officials and with that information organize and confront at the Constituency address. If enough of us do, then as a team perhaps we can stop the SPP from compromising our Country. Remember, it is very unlikely that this site will be published in the mainstream media, so it up to you to advise others to review.

My first contact was from an article in the Canadian Daily Digest written by Chris Schnurr on September 13, 2006. Today there are thousands of articles but the mass majority are on Internet sites rather than media sources where most Canadians view as trustworthy. Over the past 7 months our Government has established thier own SPP site, but many publications are on various "Conspiracy Theorist" sites, such as the Government & Media have portrayed. The current product as published now is a shell of it`s former self, so perhaps public comments have had some effect however that may an attempt to reduce the level of interest at the present time.

With the admission that SPP is a fact and the Federal Government did select 10 Members from the business community to recommend changes that require Government actions, I am at a loss to know why our Government would not bring this to the attention of the public. Are 10 business elites the only selection by Government sources to possibly change the lifes of all Canadians?

integration) -- these are issues that both the Liberal
Party and Conservative Party hold dear.

I have to hand it to the Conservative's however, they
are blatantly obvious in their quest to achieve this
-- the Liberals were hiding it, the Conservative's
just spin it.
The way I see things, Canadians have a choice. The
choice is to embrace, wholeheartedly, the concept of
North American integration, and all that brings with
it (much too long to write about in a short piece
here), or resist integration. Unfortunately, for
resistance, the process is so far entrenched now, it
may be irreversible.
That said, I believe we should be demanding first an
open debate on this issue by all political parties.
Then, as they did prior to the creation of the
European Union, hold a national referendum and put to
rest this concept that our Prime Minister likes to
tout -- anything said or perceived to be against
America is anti-Americanism.

There are elements of integration that make sense.
Remove the spin and the politics and deception, a
security perimeter is, in my opinion, a good idea.

Where I draw the line is what "integration" means for
our unique social infrastructure -- culture, health,
education, democratic process to name but a few.

What I abhor, is the Liberal deception and
Conservative spin on this very important issue facing
Canadians. Systematically, our borders are
disappearing, and conditions are being created in
which justification of said integration will appear to
be the only saleable solution.

Both the Liberals and Conservatives, in my opinion,
are eliminating the concept of nation, OUR nation, and
furthermore, NOT giving Canadians a voice or choice in
the matter.

Our position on SPP is that we are in favour of Security and Prosperity and very willing to discuss these at any point in Canada and with our partners.
But often these terms are just "spin" which is used to describe another agenda.

Our fear is that the current talks are nothing more than a way for us to get drawn deeper and deeper into the quagmire that U.S. foreign policy is following or that it will be used to further cave in to U.S. protectionist forces under the guise of "free trade". Both of these constituencies have shown that they are very capable of wrapping their particular agendas in the
latest "flag of convenience" -- security.

Our party has some real and concrete ideas about how to:

- get us out of Afghanistan with honour and turn that mission into a way to aid the Afghan people and build a stable peace
- to use our Commonwealth and Francophonie ties to provide some alternatives to our dependence on U.S. trade as our soul tie to prosperity.
- fund education and research & development into 21st century industries and areas of our future prosperity. We can do this at the same time as helping to make some much needed infrastructure investments. We've proposed a Green Infrastructure for Cities program which would create a strong demand for local products.

These are not pipe dreams, they could be done.

Thank you for your previous email outlining your concern for our national sovereignty. I share your concern.

In Parliament on February 23rd I demanded to know why the Harper Government refuses to inform everyday Canadians about Canada's participation at Security and Prosperity Partnership of North America (SPP) meetings. I noted in my speech that this whole process, launched by the Liberals and pursued by the Conservatives, is very vague. Secret talks are being held on security, transportation, the environment, health care and increasingly deeper integration, all without the mandate of Parliament and without any public input on integration.

NDP International Trade and Globalization critic Peter Julian recently commented: "the previous Liberal government engaged Canada in a slow merger process with the United States and Stephen Harper is accelerating the agenda. The NDP demands a full debate in Parliament on this issue. Everyday Canadians have the right to know what is being negotiated."( http://www.ndp.ca/page/4927)

"Canada is not the gas tank of the United States. NAFTA already locks us into supplying energy to the United States even if ordinary Canadians go without; a North American Union would only make this worse," added NDP Energy Critic Dennis Bevington.

He is also working with others from the United States, Mexico and here in Canada who share our concern.

It is now apparent that neither the present Conservative government nor the Liberals before them can be counted on to "stand up for Canada". We have opposed their capitulation with the Bush Administration on issues such as Afghanistan, the Softwood Lumber Agreement, the dismantling of the Canadian Wheat Board, and the proposed Security and Prosperity Partnership of North America (SPP). We have consistently challenged the Harper agenda and were the only party to unanimously vote against his Conservative government on every non-confidence vote - Budget, Afghanistan and Softwood Lumber.

Debate to heat up over North American water trade

OTTAWA— Canadian water is on the table at trilateral talks between politicians, businessmen and academics from Canada, the U.S. and Mexico, CanWest News Service has learned.

A series of closed-door conferences for the North American Future 2025 Project will include the discussion of "water transfers" and diversions, according to the outline for the project, a trilateral effort to draft a "blueprint" on economic integration for the governments of Canada, the U.S. and Mexico.

The project was launched by the three governments in March 2006 to help guide the ongoing Security and Prosperity Partnership, a wide-ranging effort to further integrate the countries' practices on everything from environmental rules to security protocols and border controls.
A draft report will be submitted to the three heads of state at a partnership summit in Alberta this August.

"It's no secret that the U.S. is going to need water. ... It's no secret that Canada is going to have an overabundance of water.

"At the end of the day, there may have to be arrangements,"said Armand Peschard-Sverdrup, director of the project, which is spearheaded by the the Center for Strategic and International Studies, a powerful Washington think-tank, in partnership with the Conference Board of
Canada and CIDE, a Mexican policy institute.

No one will force Canada to sell its water, he said Thursday, stressing the project is "an analytical exercise ... it doesn't commit the governments to anything.

"Canada will have to make its own decisions. We recognize that," he said, recalling water was "the most sensitive topic in conversations" with the Privy Council Office when the the project was launched under the former Liberal government.
"But they all felt at the end of day that it's an issue that had to be looked at."
Water and other environmental issues will be the topic of April 27 talks in Calgary to which some environmental research groups, such as the Pembina Institute, have been invited, he adds.

News of the talks emerged the same day as the UN's blue-chip panel on climate change released a report predicting the U.S. would clash with water-rich Canada as the drought-stricken Midwest looks north to the Great Lakes.

Gordon Hodgson of the Ottawa-based Conference Board said Thursday that, even though it includes the board's logo, the project outline does not necessarily reflect his institute's views.

"The reality the Americans perhaps don't fully appreciate is that we don't have a whole lot of water to export. ... There are near-scarcity conditions in western Canada, and a lot of water is being used to extract bitumen from the oilsands," Hodgson said.
He said the outline is just a "catalyst for discussions."
But Maude Barlow of the Council of Canadians, which obtained the outline, said Thursday it "shows the American government and its think-tanks ... see Canada's water as a North American resource, not Canada's."
Barlow said there has to be a national debate on Canada's water policy, noting there is at present no law banning the bulk export of water, even as Canadian supplies dwindle.

Canada only has 20 per cent of the world's water "if you drained every lake and river," she notes, saying the actual available supply amounts to only about seven per cent of the available freshwater supply.
The outline notes that "fresh water is running out in many regions of the world," particularly the U.S. and Mexico.

By contrast, it notes, "Canada possesses about 20 per cent of the Earth's fresh water."

It goes on to say Canada, the U.S. and Mexico need to discuss solutions such as bilateral agreements on "water transfers" and the diversion of water.
The outline notes "the overriding future goal of North America is to achieve joint optimum utilization of the available water."
Pressure on Canada from the U.S. will be intense, according to the UN report, which warns drought may cut a key Texas aquifer that supplies water for two million people by 40%, and decimate the Ogallala aquifer, which underlies eight U.S. states.

Several alternatives that you suggest are quite positive, but I unfortunately do not have the faith in Members of Parliament listening to Canadian citizens in regards to an issue that they have already predeemed to be correct. Just remember, they are the ones that have just released a document that had 10 Canadian business executives provide a timetable of recommended changes for 2007, without even informing the Canadian public or having others review the document. This covers some 31 million Canadians, not just the 10 business elites that wish to override the constitutions of the three countries involved. Also having any type of media release in this subject will not happen as the media, as being part of the elite agenda most do not wish to participate in any attempt for review by Canadian citizens.

Letter writing may serve to have some MP's change their perspective, but they are really only stagehands to the Prime Minister and the Ministers. Also it is both the Liberal and Conservative Parties that are involved, so chances of defeating both are minimal.

Along with the letter writing ( which may succeed in some cases ), I suggest another alternative to happen across Canada and that is to use your website to initiate via Federal Ridings, a campaign to organize disturbances at each of the Federal Constituency Offices. If we could get just one person to co-ordinate by riding, the time & place for such activity then this added pressure may reach a public consensus that Canada is now ruled by Political Parties that do not listen to the general public and there needs to be a change.

Trilateral Business Council Charts Course for Enhanced North American Competitiveness

A trilateral Council of business leaders from Canada, Mexico, and the United States today put forward more than 50 concrete recommendations designed to strengthen North American competitiveness in global markets while improving public safety and security.

The recommendations are contained in a report titled Enhancing Competitiveness in Canada, Mexico, and the United States, copies of which were presented this morning in Ottawa to nine senior cabinet ministers and secretaries from the three countries. The report is the product of nine months of consultations and deliberations by members of the North American Competitiveness Council (NACC).

The NACC was established by the leaders of Canada, Mexico and the United States at their 2006 Summit in Cancún. Its mandate is to provide high-level business advice on how to make all three countries safer and better places to live and to do business.

Copies of both the NACC report and a related news release are available on the website of the Canadian Council of Chief Executives (CCCE). The CCCE is the Secretariat to Canadian members of the NACC.

On June 21, viewers of CNN's Lou Dobbs Tonight heard the alarming introduction to a segment of the program devoted to the future of the United States of America. "The Bush administration's open-borders policy and its decision to ignore the enforcement of this country's immigration laws is part of a broader agenda," Dobbs intoned. "President Bush signed a formal agreement that will end the United States as we know it, and he took the step without approval from either the U.S. Congress or the people of the United States."

The agreement Dobbs was talking about was crafted a year earlier. On March 23, 2005, then-Canadian Prime Minister Paul Martin and Mexican President Vicente Fox met with President Bush in Waco, Texas, to discuss plans for integrating Canada, the United States, and Mexico. During that meeting, the three heads of state argued that the three nations are "mutually dependent and complementary" and need to work together more closely on a range of issues. "In a rapidly changing world, we must develop new avenues of cooperation that will make our open societies safer and more secure, our businesses more competitive, and our economies more resilient," the three leaders said in a joint statement.

The standard diplomatic language was a prelude to a radical proposal calling for the merger of the three nations in several important ways. Under a so-called Security and Prosperity Partnership (SPP), the nations will no longer have separate borders, but will "implement common border-security." The three nations will no longer respond on the national level to emergencies but will have a "common approach to emergency response." And, in a move that has tremendous implications for the growing immigration crisis, the three leaders agreed that the United States' north and south borders would be eliminated. Under the SPP plan, the three nations will "implement a border-facilitation strategy to build capacity and improve the legitimate flow of people and cargo at our shared borders."

Your concerns regarding the NAU are shared by many, yet it is almost an impossible task to stop this integration.
In Canada most news concerns would be addressed in our National media, yet we have allowed the control of the media to be in the hands of so few, and these elite have signed on to this integration. Therefore with almost no media coverage, it will continue to progress and flourish.
Now for the Political process, I have personally forwarded over 1000 emails, with at least a response from Stockwell Day. "Best for Canada" was not the response I was looking for. Have they sold us out or have other influences that Canadian citizens are not aware of, made politicians follow this path of no return? Very difficult to know, but it is all current political parties and Canadian citizens have been left out of the equation.
Only way to have any possibility of success has been thru the Internet, but then you are labelled as a "Conspiracy Theorist".
Look at the Title "Conspiracy theorists given a free run at continental pact" from a column written by Barbara Jaffe of the Vancouver Sun.
After a review requested by many of the "Conspiracy Theorists" another column from B Jaffe

Quite the change, yet her latest column is restricted to Vancouver Sun readership, and was NOT picked up by our National Media. Why?

Try asking ten people at random what they know about the NAU and there's a very good chance that you'll get a blank look in response. They've never heard or read a peep about it in their choices of media.

Given that the mainstream media is complicit in a variety of event coverages & cover-ups, especially with respect to the United States, as evidenced in countless articles more readily available in respectable blogs than in the print media or on TV over the last six years, it's time to recommend that people turn off their TV and cancel their subscriptions to newspapers and magazines. And, at the same time, make concerted effort to engage in dialogue with family, friends, and colleagues on issues that have an impact on our future as a country.

The likes of Barbara Jaffe are obeying their master's voice... in order to pull in a pay cheque. Journalistic integrity has all but evaporated. Her labelling anyone a "Conspiracy Theorist" who has the effrontery to bring up such fears that an NAU might put upon us in the long term, is just an easy way out to obfuscate the issue. And, most people reading that tripe will swallow her missives hook-line-and-sinker... because that's exactly the way they've been conditioned to respond/think - by the very same vehicle she and like-minded columnists write for. It's high time we smash out of that heavy mold... and end a long hibernation.

The $64,000 question is: Are we really willing to do it. It would appear that some are... yourself included. Are there enough of us that are willing? No! Not yet. (Unless there are more willing citizens than I imagine, at this juncture). It's a very difficult task to stop the perpetual drip of anaesthetic that is 'injected' into us on a daily basis. Only when we stop that insidious flow will we really be able to make the necessary and important difference. I can only acknowledge you for taking the first steps. Keep it up... Don't give up, and encourage others to do the same. It ain't over until the fat lady sings.

This seems to be the "smoking gun" on the full economic and energy integration of the US, Canada, and Mexico, including infrastructure and transportation.

These people are not a few nuts meeting in the closet; they are some of the most powerful people in North America. Some of the things they say seem to me to make sense, while I find others pretty offensive, but whether or not they make sense, matters of this importance should not be implemented in secret. They should be fully discussed and considered by all three societies.

The US, with its manufacturing base all but gone (except for the massive armaments industry), staggering debt and equally staggering balance of payments deficit, desperately needs the resources of its North American partners. It is less obvious what we have to gain from the declining superpower, which is engaged in a paranoid war with much of the rest of the world, costing it both its long-cherished principles (like habeas corpus and other human rights) and its good will in the rest of the world.

“North American Forum” Meetings

Defense Secretary, Senior Military and Staff Met with Mexican & Canadian Officials over “Continental Prosperity in the New Security Environment”

(Washington, DC) Judicial Watch, the public interest group that investigates and prosecutes government corruption, today released documents obtained November 2006 under the provisions of the Freedom of Information Act (FOIA) from U.S. Northern Command (NORTHCOM). The documents concern the participation of NORTHCOM Commander, Admiral Timothy Keating, NORTHCOM Political Advisor Deborah Bolton, and Plans, Policy & Strategy Director Major General Mark Volcheff in a meeting of the “North American Forum” at the Banff Springs Hotel in Banff, Canada on September 12-14, 2006. A similar request for records concerning forum participation by then-Defense Secretary Rumsfeld and his entourage is still pending with the Pentagon.

The records include: 1) Proposed comments for Admiral Keating’s speech to the North American Forum; 2) Presentation outlines with handwritten marginal notes and comments from Ms. Bolton; 3) Policy papers; 4) Biographic sketches of participants; and, 5) Notes from Major General Volcheff.

The North American Forum presentations discussed immigration and border enforcement; full economic and energy integration including infrastructure and transportation; a North American investment fund; and common customs and duties. The idea of a carbon tax was raised as a means to combat so-called global warming. References to the Security and Prosperity Partnership (SPP) occur throughout the documents.

The notes for the presentations document the need to overcome popular opposition to North American integration: “To what degree does a concept of North America help/hinder solving problems between the three countries?… While a vision is appealing working on the infrastructure might yield more benefit and bring more people on board (‘evolution by stealth’).”

“It is not encouraging to see the phrase ‘evolution by stealth’ in reference to important policy debates such as North American integration and cooperation,” said Judicial Watch President Tom Fitton. “These documents provide more information to Americans concerned about the Security and Prosperity Partnership. Dear Editor:

I write as the Leader of the Canadian Action Party which was dismissed
in the above article along with the Council of Canadians as being a
Conspiracy Theorist.

Signed agreements such as NAFTA and the S.P.P. (Security and Prosperity
Agreement), the Canada -U.S. Smart Border Declaration, the
Competitiveness Council and the Binational Military Planning Group are
real policies and agreements, not conspiracies.

The SPP was signed by Prime Minister Martin, President Bush and
President Fox in March 2005. It was reaffirmed in April of 2006 by Prime
Minister Harper. The S.P.P sanctioned the recommendations of the North
American Task force released in May of 2005.

John Manley, a former Liberal Deputy Prime Minister of Canada, now
heads the Canada, USA, Mexico Task Force which released its
recommendations for a North American continent wide union on May 17/18,
2005. Manley was quoted in All Patriot News in the USA, May 17, 2005.
He said, "We are asking the leaders of the United States, Mexico, and
Canada to be the architects of a new community of North America, not
mere custodians of the status quo."

The North American Task Force is comprised of prominent former
officials, businessmen, and academics from the three countries; in
particular, they are from the U.S.'s Council on Foreign Relations,
Canada's Canadian Council of Chief Executives, and Mexico's Consejo
Mexicano de Asuntos Internacionales. These are real people with real
names, such as Thomas Axworthy, Merrill Lynch and Co., Inc.,Thomas P.
d'Aquino, Professor Wendy K. Dobson, Dr. Robert Pastor (described as the
Father of the North American Union by The Free Republic.com), Allan
Gotleib, Pierre Marc Johnson, Heenan Blaikie, McCarthy Tetrault, Donner
Canada Foundation (to name a few).

The Canada- U.S. Smart Border Declaration was signed December 12, 2001
by Liberal Deputy Prime Minister John Manley and Tom Ridge, USA Homeland
Security Director. This declaration is a 30 point action plan from which
flows the new passport rules, the current voluntary (soon to be
mandatory) retinal, fingerprint, and RFID requirements for fast cross
border movement, the no fly lists, i.e., listing of people who are not
allowed to board any airplane within or out of Canada, USA. or Mexico,
the arming of Canadian border guards.

From the S.P.P. flows a 30 member Competitiveness Council comprised of
North America's most influential CEO's. Prime Minister Harper
sanctioned the 10 person Canadian group whose job is to "advise" him.
These unelected, unaccountable, unrepresentative live real people are
part of the structure that supercedes our governments and is already
driving the economic and social policies of three countries beyond the
reach of our Members of Parliament.

Barbara Yaffe is completely out of touch with the reality when she says,
"The checks and balances are in the parliamentary system." It is not our
Parliamentary system that is in play here. This is a shadow government
of live people who are usurping our Parliament without any check or
balance. They are reshaping Canada, Mexico, and the USA under US
dominance into a North American entity that is to be governed by
unelected panels and tribunals with no accountability to the people.
They intend to operate completely outside the reach of national legal
systems and national constitutions.. There is to be no democratic
process and no sovereignty.

The restructuring is being implemented by current cabinet members and
the government bureaucracy, not our parliament! Most Members of
Parliament either have no clue about the SPP, or if they do, they
silently submit their constituents to this modern form of feudalism.

The harm, the "treason", is that individuals who are and were in Cabinet
along with our Prime Ministers, military leaders, academics, leading

will harvest and exploit our national resources, our strategic

was marked "Internal document, Not for Public Release". It listed the
participants in that secret meeting conducted in Banff Alberta.

Our elected Members of Parliament apparently are willing to be assigned
to the role of lackeys enjoying their pensions, chasing their tails
debating whether Quebec is a sovereign nation in an un-sovereign
non-nation, sacrificing the people to an ever lowering standard of
living, and relegating nationhood and government to irrelevancy.

Submission to such a scheme is unconstitutional, and undemocratic. It
is a betrayal of our history, our citizenship, our tradition, our
values, and our way of life. It is not what real Canadians call a
"worthy project" .

North American Integration verses North American Union

There are many people who try to discourage debate on any issue by bringing in “red herrings” or ridiculing those with opposing views. For example, such red herrings include referring to opposition to North American integration in terms of anti-Americanism (which includes the citizens of the United States and Mexico who are also opposed). Another “red herring” is to refer to concerns as a “conspiracy theory.” When deeper integration is actually stated government policy and when governments actually sign agreements such as NAFTA or the SPP these are real policies and agreements not conspiracies.

In my opinion there is no real push toward a North American Union at this time. It is the integration of the three countries that is the main concern. The main stream media support integration and have a vested interest in not discussing the issue because they represent the interests of the economic elite. Integration does not mean political union but is part of the incremental process designed to give more power to North American based multi-national corporations in order to increase their competitiveness in the global economy.

The concept of the NAU, in fact, may have been thrown out there as another red herring to make it easier to establish integration with little serious debate. Hence, the anti-Americanism argument and the NAU argument are the two extremes placed on the table in order to have integration as the “compromise” position. [Joe – here is your Hegelian dialectic].

I do not expect there will be any form of formal “political” union because that is not what the integrationists are seeking. What those interests pushing integration are seeking is a society in which their interests are placed above the overall interests of the countries involved through agreements that go beyond national borders. It is evident that corporation based in the United States, with ten times the population of Canada and a much larger economy than Canada or Mexico, would dominate the integration politically. But the concerns in the United States are just as serious as those here in Canada about the implications of deeper integration.

Those pushing integration, which includes political leades who are agents of the corporate elite, would be horrified at the idea of a full union. That is because it would make for a much stronger centralized democratic government that could potentially control “greed.” Their objective is to create an agreement that is outside the normal democratic channels once it is in place. International agreements function in much the same way as national constitutions. They can be changed but once in place it can be difficult and costly to make any changes.

There is absolutely no doubt that Stephen Harper and his new Conservatives support the concept of integration just as did the Liberals under Jean Chrétien and especially under Paul Martin who signed the SPP. The Conservatives placed their support on the record in the 2004 Conservative Platform which sets out a plan to: “Enhance our NAFTA relationship with the United States by moving towards harmonized tariffs, eliminating rules of origin, and moving beyond trade to pursue enhanced common labour, environmental, and security standards.”

International trade agreements undermine democracy because they are designed to transfer power over society to whatever private institutions (corporations) are able to control the economy. NAFTA was a deal that placed the wants of the large corporations above the needs of civil society in all three countries. Canadian civil society has probably suffered the least under NAFTA because of our social safety net. Canada has been able to use its commodities (natural resources) to replace the loss of value added production. The result is that middle incomes are relatively stagnant while in the U.S., which does not have the commodity reserves, middle incomes are falling and in Mexico overall incomes are falling as manufacturers have found cheaper labour sources.

Governments need to have room to operate and not have their hands tied by international agreements designed to protect the wants of capital from the needs of civil society. However, agreements such as NAFTA and agreements to standardize laws and regulations create major problems for the functioning of a vibrant democracy. By placing enormous financial penalties on any government that seeks to legislate on behalf of civil society the power of liberal democracy is undermined.

Right wing and left wing ideology are both anti-democratic because they are based on set concepts. The left wing ideology believes in the absolute right of government to dictate what society needs; the right wing believes in the absolute right of the private sector to enforce their wants on society. On both ends of the spectrum civil society, those of us in the “mushy” middle, are the losers and we must never permit that outcome.

Packard argues that a driving reason Bush has embraced the idea of creating the North American Union is to secure natural resources -- Canadian water as well as oil and natural from both Canada and Mexico. Regarding water, Packard notes that "Bush declared that Canada’s water was part of the United States' energy security." As evidence, he cites "mega-projects" proposed by the U.S., such as a "Grand Canal" that would transport "plentiful water from Canadian rivers and lakes to the Great Lakes."     I have always been somewhat amused by these xenophobic anti-American rants that DD posts on occasion. The argument, to me seems flawed to its core since it is based on wholly incorrect first premises. 1) that America (viewed as one giant monolithic mindset like the Borg on 'Star Trek- Next Generation') secretly covets Canada's Natural Resources and is implementing a long range master plan to incrementally achieve that nefarious end. [ cue maniacal laughter and background music- cut to commercial]. The major problem is that it assumes the Americans actually have a long term 'plan'.   If they do it may be a first. Now, don't get me wrong, I like Americans, America, American Football, Hollywood, Vegas, lots 'a stuff. But, let's be honest. Long range thinking/ planning has never been their strong suit. Especially their current Oval Office Tenant. ;/)

     2)the argument is premised, I believe, on a totally false assumption; that co-operation and managing the flow of goods, services and ideas across borders while protecting against the evils that attempt to infiltrate along with the good (drugs, thugs, pugs, suicide bombers, drug lords, child pornography and murderers, etc) is a defacto diminishing of a nation's sovereignty. But the premise is false, since by extension of their logic any nation that restricts communication and trade with its neighbours and the world is making itself more 'sovereign'. Thus North Korea would be the Most Sovereign Nation on Earth !!

   The real truth is that National Sovereignty is a function of National Solvency. Nations that fritter money away and borrow from foreigners to finance their spendthrift governance soon end up having to sell their national resources and companies and real estate, and pay higher borrowing costs to continue to finance their national debt. Their currency devalues and they end up with more and more of their economy owned, controlled by foreigners. This is what happened to Canada in the seventies under Trudeau's 'Just Society'- nearly bankrupt society more like. Canada has been struggling ever since to return to fiscal prudence and National Solvency- Sovereignty. So if you don't like the level of foreign ownership/control on the Canadian economy; blame Trudeau, not George Bush. And we returned to solvency by freeing our economy, and signing the Free trade Deal with USA, and now Mexico which accelerated our GDP growth in spite of our punitive levels of taxation; no easy trick. By any objective standard Canada has been a clear winner in the FTA (mad cows not withstanding) with Canadian industry and companies expanding into The States far more than the reverse. Our federal deficit is gone, our currency has strengthened and MOST of us look to the future with optimism and confidence that Canada and Canadians can compete, and Win in the global economy. The Anti-American Xenophobic Conspiracy theorists think otherwise. But they are dead wrong.

Timeline of the Progress Toward a North American Union
Canadian, U.S., and Mexican elites, including CEOS and politicians, have a plan to create common North American policies and further integrate our economies. This plan goes by various names and euphemisms, such as "deep integration", "NAFTA-plus", "harmonization", the "Big Idea", the "Grand Bargain", and the "North American Security and Prosperity Initiative". Regardless of which name your prefer, the end goal of all of these plans is to create a new political and economic entity that would supercede the existing countries. Advocates refer to it as a "North American Community", but it is also known as the North American Union (NAU). Theoretically, it would be similar to and competetive with the European Union (EU). The individual currencies of each country would be replaced by a common currency called the "Amero" and everything from environmental regulations to security would be brought in line with a common standard.

According to the article, to make sure that the establishment of a North American Union will take place in that time, "The executives have boiled their priorities down to three: the Canadian CEOs are focusing on 'border crossing facilitation,' the Americans have taken on 'regulatory convergence,' and the Mexicans are looking at 'energy integration' in everything from electrical grids to the locating of liquid natural gas terminals. COMING IN 2007: Another trilateral meeting, to be held in Canada. The six actions towards creating a North American Union (NAU)aka a North American Community as set out in the Cancun Leaders' Statement will have been taken in part or in full. I have always thought that this was the ramblings of over imaginative and paranoid minds. Free (r) trade has been the mantra of the last 20-30 years, but lo and behold, the US has a trade deficit that is borderline catastrophic. It is inevitable that they will HAVE to start moving towards some protective tariffs, ESPECIALLY with regard to the PRC and India.

On the other hand geography dictates that Mexico, Canada and the US are intertwined in many ways, and trade facilitation is the order of the day.

Then, I have always thought that for Canada, anyway, free trade with Chile makes more sense than with Mexico. First of all Canada-Chile trade is more developed, and secondly, Chile's economy is closer to par with Canada's than Mexico.

For the US, a deal with Mexico is a necessity.

I have no problem with trade agreements, per se, but I , and most others in all three countries are opposed to ceding national sovereignty to anyone else. It was reassuring to see that Jimmy Carter forsees global political union based on the EU model within 100 years. reassuring, because, Jimmy Carter is almost always wrong on almost everything!

It does however have its moments of clarity when Thomas S. Axworthy, a member of the Task Force and Chairman of the Asia Pacific Foundation of Canada states "I am not persuaded that the benefits of a common security perimeter are worth the risks in harmonizing visa and asylum regulations." This is a very powerful statement that indicates the need for further review of the other contents as well.

This statement on page 45 of the report only highlights the requirement for an OPEN debate within our Federal Government. Our Canadian lifestyle will change if the report is adapted in the current format.

The Democrats have control of both the Senate and House, led by Harry Reid and Nancy Pelosi. Both are highly critical of President Bush and have like-minded people controlling congressional committees. The Democrats are intent on scrutinizing the White House's decisions of the past years and start up investigations. One of them, Conyers from Michigan, has already drafted up articles of impeachment. Surely the Republicans no longer "control" America. While the Bush-bashers on this Digest are going to enjoy the spate of subponeas and hearings against White House and Defence staff which will soon paralyze US federal politics, I hope they realize it puts their conspiracy theories about a Republican "takeover of Canada" to rest.

Democracy is as we make it, but unfortunately others try to hijack along the way. It seems that neither the Conservative or Liberal parties wish to provide Canadians the opportunities to think themselves.
My prime reason for standing up and wishing to be counted, is not being against a concept such as a "North American Union" but rather the thought that this issue requires all individuals in Canada to be provided with the concepts for or against. It is not a direction to take, if it only serves the business environment or politicians whims.
While the mainstream press in Canada continue to avoid the subject I am pleased that the "Canada Free Press" is now starting to bring the topic forward. We have too much to lose if the direction does not meet our needs. Possibly before it is all over, Canadians will have had the opportunity to voice their concerns. If
Canadians wish to oppose based on what is provided, then at least that information can be sent to our "elected" representatives, with a thought that they would listen to their own constituents prior to going down a road of no return.

"Stand Up for Canada" appears to have been devised as a technique of mass deception, under the joint auspices of former ultra-right wing Alliance Party and U.S. Republican Party advisors.

In the last 2006 Federal Election, the Conservative Party kept trumpeting its slogan that it would "Stand up for Canada". Then, Opposition Leader Stephen Harper during that elected indicated that he would similarly "Stand Up" for Canadian sovereignty in the Arctic. Mr. Harper portrayed his party, as a party which would govern Canada with integrity and openness in a spirit of renewed democracy, in contrast with the 'corruption' of the Martin Liberals. As it turns out, these assertions by Mr. Harper could not be further from the truth.

Mel Hurtig, the founder of the Council of Canadians, and also a variety of other reliable sources including veteran CNN anchor Lou Dobbs, now reveal that senior elected representatives and advisors to the Conservative Party, are currently planning a scheme that would hand over Canada to the Bush regime by 2007. The official name for this scheme, is called "North American Union".

Mel Hurtig, a noted Canadian author and publisher who was the elected leader of the National Party of Canada, provided researchers with the agenda and attendee list of the so-called "North American Forum" at the Fairmont Banff Springs Hotel in Banff, Alberta, Sept. 12-14, 2006.

Mel Hurtig reveals that the Stephen Harper's Government has appointed a Ministerial Team in order to "surrender" Canada to the U.S. by 2007, so that its political-military-industrial complex can fully control oil and other Canadian resources. Alberta "Conservatives", including at least one former Premier, are reportedly among prominent Harper Government operatives of this ultra-right wing effort.

Mr. Hurtig said the "secret meeting was designed to undermine the democratic process." In addition, the reported Agenda undermines the Statutory position of Her Majesty the Queen of Canada, as the constitutional expression of a Canada independent from the U.S.

"What is sinister about this meeting is that it involved high level government officials and some of the top and most powerful business leaders of the three countries and the North American Forum in organizing the meeting intentionally did not inform the press in any of the three countries," he said. "It was clear that the intention was to keep this important meeting about integrating the three countries out of the public eye," Mr. Hurtig further indicates.

The motive for U.S. participation, according to Mr. Hurtig, was "to gain access and control Canada's extensive natural resources, including oil and water."

Documents obtained by researchers associated with the Council of Canadians were marked "Internal Document, Not for Public Release." At least three current Ministers of Stephen Harper's Conservative Party minority government are cited in the Document as "ring leaders" so-to-speak, of an unlawful and anti-constitutional effort to hand Canada to the Bush regime.

Canadian constitutional and related law is quite clear that any such effort by elected members of a government to subvert the political authority of the Government of Canada, constitutes breach of a Parliamentary Allegiance of Office, and broadly treason.

This is because the reportedly directed efforts of Ministers in the Stephen Harper government, to hand over Canada to the political authority of Mr. Bush, as the American Head of State, without the consent of the diverse Canadian public, can only be executed by the seditious overthrowing of the Crown, i.e. Canadian Head of State.

Section 128 of the Constitution Act, 1867 indicates as follows:

Every member of the Senate and the House of Commons of Canada shall before taking his Seat therein take and subscribe before the Governor General or some Person authorized by him, and every Member of a Legislative Council or Legislative Assembly of any Province shall before the Lieutenant Governor of the Province or some Person authorized by him, the Oath of Allegiance contained in the Fifth Schedule to this Act; .

The oath set out in the Fifth Schedule reads as follows:

I, A.B. do swear, That I will be faithful and bear true Allegiance to Her Majesty... [Elizabeth II].

According to the Sixth Edition of Beauchesne's Rules & Forms of the House of Commons of Canada:

Should a member violate his oath he [or she] would be amenable to the penalty of not being allowed to sit in the House of Commons. He [or she] may be suspended from taking part in the sittings while still remaining a member of Parliament, or, in a case of extreme gravity, a Bill might be passed to annul his election...

The power of dealing with treason is inherent in the Parliament of every country.

The leaked document clearly substantiates that Ministers of the Stephen Harper Government are sharing information with representatives of the U.S. military-industrial-complex, for the purposes of "surrendering" Canada to a U.S.-based "non-democratic authority". This apparent government-sponsored effort is designed to destroy the sovereign authority of Canadians as co-owners of their society, in violation of all Canadian Constitutional Acts since 1867.

Pursuant to Section 46 (2) of the Canadian Criminal Codes "Every one commits treason in Canada, when someone (b) without lawful authority, communicates or makes available to an agent of a state other than Canada, military or scientific information or any sketch, plan, model, article, note or document of a military or scientific character that he knows or ought to know may be used by that state for a purpose prejudicial to the safety or defence of Canada;

Furthermore, pursuant to Section 52 of the Criminal Code of Canada, to the extent that the apparent efforts of the Stephen Harper government to surrender Canada to a non-democratic American political arrangement is seditious to "(a) the safety, security or defence of Canada," the Stephen Harper government has executed treason. If that has indeed occurred, then the Stephen Harper government, if it has any semblance of integrity, must surrender its authority to the Governor-General acting on behalf of Her Majesty the Queen of Canada, toward new Federal Election.

As early as next year the NAU is to be unveiled as a new layer of government over top of the existing countries of Canada, Mexico and the United States. Under it, the existing elected governments will become sub-parliaments with restricted capabilities to pass legislation that could be interpreted as inhibiting trade, such as environmental polices and universal medicare.

In my article I included a paragraph about the current Liberal leadership race. Unfortunately since I did not receive specific replies from each candidate, I was able to mention only three of you by name in relation to this issue. I hope this mention accurately represents your respective positions. Please check, and let me know if you wish to clarify your stance in regard to this issue.

Bill C-16 will make it impossible to bring a vote of no confidence against the Harper Conservatives in the meantime, and full achievement of NAU "harmonization" of laws across the continent will make it impossible to establish made-in-Canada environmental, social and foreign policies that reflect our values of fairness and compassion. All existing laws will eventually be homogenized into sameness throughout the continent -- regardless of the wishes of the people in the existing three countries as expressed through their votes.

I hope you will see fit to oppose Bill C-16, and to encourage your campaigners and Liberals across Canada to do likewise.

For the benefit of Liberal party members, candidates for becoming your delegates, and the Canadian public as a whole, please make a clear statement as to what your policy is regarding this united continent. Canadians have an inherent right to say by means of an election fought specifically over this issue -- at least once! -- whether we want to join this whole-continent super-country, or whether to retain our country as it is.

If this bill passes with Bloc and NDP support and the possibility of a timely election is eliminated, then there must be a Canada-wide referendum on this subject. Let the people decide how they want their children to be recognized in the world: as "Canadian", OR as "North American" only.

If you agree with the NAU and its principles, please also make your position clear, so that Canadians who do want to see the end of Canada as a separate country know whom to support.
